Yes, timber paling fences are bread and butter work for me. If the fence is shared with a neighbour it usually pays to talk to them first, and I can give you a written quote you can share with them.

Can you fix just a section of fence or deck?

Often yes. If the rest of the structure is sound, repairing one section can be the sensible option, and I will tell you straight if it is not worth patching.
